For millions of New Yorkers required to purchase auto insurance, and particularly for the state’s low- and moderate-income drivers, premiums are too often unaffordable and unfair. The burden of insurance has been made worse in recent years by the escalating rates charged by New York insurance companies under the new flex rating laws.
