Drowning is the leading cause of death for children four years and under. At least 115 incidents, including multiple deaths, have been associated with neck floats from 2019 through January 2024. The incidents of drowning or near-drowning occurred, sometimes despite presence of adults, underscoring the product's unreasonable risk of injury and need for immediate action. The reported incidents were children, ranging from 17 days to 12 months old. CFA and other consumer groups commended the CPSC work to address the significant hazards associated with neck floats but argued that there is no feasible standard that can adequately protect the public from the unreasonable risk associated with the product.
